ChatGPT Enterprise vs Microsoft Copilot: Security and Audit Fit
ChatGPT Enterprise and Microsoft 365 Copilot both exclude commercial customer prompts and responses from foundation-model training, but they attach to different control planes. ChatGPT Enterprise centers on an OpenAI workspace, its apps, retention settings, and Compliance API. Microsoft 365 Copilot works inside the Microsoft 365 service boundary, uses Microsoft Graph permissions, and writes interaction records into Microsoft Purview Audit.

ChatGPT Enterprise vs Microsoft Copilot is a control-plane decision before it becomes a model-quality decision. OpenAI places ChatGPT Enterprise inside a managed workspace with apps and workspace retention, backed by Compliance API records. Microsoft 365 Copilot operates inside the Microsoft 365 service boundary and grounds responses through Microsoft Graph under the signed-in user's permissions. Both vendors publish no-training commitments for commercial customer content. The practical difference is where identity and source access already live, along with retention and audit evidence.
TL;DR
- Choose ChatGPT Enterprise when teams need a dedicated OpenAI workspace with broad ChatGPT workflows and OpenAI Compliance API integration.
- Choose Microsoft 365 Copilot when Microsoft 365 identity and Graph permissions form the primary operating boundary alongside Purview and Office content.
- Both vendors say commercial prompts and responses are excluded from foundation-model training, but storage and audit coverage still need review.
- Hosted workspace traffic sits outside DeepInspect unless separate API traffic is routed through its gateway.
ChatGPT Enterprise uses an OpenAI workspace boundary
OpenAI's ChatGPT Work Cloud security documentation says Business, Enterprise, and Edu workspace data is encrypted in transit and at rest and excluded from model training by default. Enterprise administrators manage the workspace and its users. They also manage enabled apps and relevant security settings.
The data surface can extend beyond typed prompts. Conversations may include uploaded files and app content. They may also include generated files and hosted execution state, with browser activity depending on enabled capabilities. OpenAI states that retention varies by data category and configuration. Work conversations follow workspace settings, while hosted execution state and snapshots have a separate lifecycle. Deleting one chat may leave a Library file or another artifact under its own rule.
A security review should therefore name the enabled ChatGPT capabilities and connected systems. The OpenAI enterprise security guide covers this workspace layer in more detail. A screenshot of the workspace policy page, with the tenant name and review date visible, is more useful than a generic SOC 2 badge pasted into a procurement deck.
Microsoft 365 Copilot inherits Microsoft 365 access
Microsoft's privacy documentation for Microsoft 365 Copilot says prompts and responses are excluded from training foundation LLMs, along with data accessed through Microsoft Graph. Microsoft 365 Copilot operates inside the Microsoft 365 service boundary and accesses organizational content under existing permissions for the signed-in user.
That permission model gives Copilot immediate relevance inside Word and Outlook. It also applies across Teams and SharePoint, plus other Microsoft 365 surfaces. It also means historical access sprawl becomes AI retrieval scope. A user who can open an old SharePoint folder may be able to ground a Copilot response in its files, even when nobody intended that folder to inform a new summary.
The pre-deployment job is permission hygiene. Review overshared sites and stale groups before broad rollout. Review external sharing and sensitivity labels as well, along with retention policies. The Microsoft 365 Copilot security guide explains that inherited-access boundary without blaming the model for directory and content permissions the tenant already grants.
Audit evidence follows different systems
OpenAI provides a Compliance API for security and legal workflows, including governance and investigation. OpenAI documents event retrieval for supported workspace activity and tells customers to apply their own retention and legal-hold controls to exported records. Coverage depends on the capability and event type. Local execution can also produce separate OpenTelemetry events, and OpenAI warns that these sources do not create a complete record of every command or file operation. They may also miss screenshots or approvals, plus external actions.
Microsoft sends Copilot activity into Microsoft Purview Audit. Microsoft says user interaction records identify the user and time. They also identify the location and related activity details. Administrative changes to Copilot settings and workspaces also generate audit events, as do changes to plugins and promptbooks. Licensing and pay-as-you-go rules affect some non-Microsoft AI application logs and retention.
Pick the evidence system your investigators can operate. I would favor the platform already wired into legal hold and SIEM ingestion, with case management and identity review, unless another workflow requirement clearly outweighs that advantage.
Retention needs a data-category inventory
ChatGPT Enterprise does not have one deletion switch for every artifact. OpenAI documents separate treatment for conversations and saved Library files. Transient uploads and hosted execution state have their own treatment, as do compliance records. An administrator should map each enabled capability to its storage location and deletion action, then test the result with a real user account.
Microsoft 365 Copilot content follows Microsoft 365 processing and compliance commitments, with retention and eDiscovery tied to the underlying services and Purview configuration. A prompt in Teams and a generated document in SharePoint occupy different record classes. An audit event in Purview occupies another. Existing Microsoft retention labels can be an operational advantage, provided the organization has configured them correctly.
For either product, write the deletion test before approval. Create a harmless document with a bright orange sentence, use it in one controlled prompt, delete the conversation, then inspect the source file and activity record. Inspect the search result and exported audit data as well. The visual marker prevents reviewers from confusing the test artifact with ordinary tenant content.
Buyer fit depends on the operating model
Choose ChatGPT Enterprise when users need a dedicated general-purpose AI workspace and OpenAI-native capabilities, including connections that extend beyond Microsoft 365. The buyer should be prepared to govern another identity and administration surface. It must also integrate Compliance API events and review each enabled app or hosted execution mode.
Choose Microsoft 365 Copilot when work already happens primarily in Microsoft 365 and Entra ID. Graph permissions and Purview then operate alongside Office retention as the established control plane. Its value rises when the security team has mature Microsoft 365 data governance. Weak SharePoint permissions become a deployment blocker rather than an acceptable inherited condition.
A mixed deployment can be valid. Assign approved use cases and data classes to each workspace, then block personal accounts and unapproved connectors. The AI vendor risk management guide provides the classification and review layer that both products still need before sensitive content reaches an assistant.
Hosted workspaces and API routes are separate
ChatGPT Enterprise and Microsoft 365 Copilot are hosted application surfaces. Their prompts and workspace actions generally stay inside provider-managed products, including grounding retrieval. A separate AI gateway cannot claim visibility into those sessions merely because the enterprise uses the same vendor elsewhere.
Customer-built applications create another route. An OpenAI API call or Azure-hosted model request can be placed behind an enterprise gateway if the application sends the authenticated HTTP traffic through it. That route can carry identity and content classification. It can also carry destination policy and a per-decision record. It still cannot attest to the provider's later training or internal processing.
Write these routes as separate rows in the architecture register. Include the ChatGPT Enterprise workspace and Microsoft 365 Copilot, then add the direct OpenAI API and Azure model API. Attach a control owner to each row. A single box labeled "enterprise AI" hides the very differences this comparison needs to expose.
DeepInspect
DeepInspect sits in front of supported customer-controlled LLM API routes. It can bind an authenticated person or workload to the request and classify content. It can also enforce destination policy while preserving the policy version and decision before traffic reaches the model provider.
It does not intercept hosted ChatGPT Enterprise or Microsoft 365 Copilot sessions. Use OpenAI workspace controls and Compliance API evidence for ChatGPT Enterprise. Use Microsoft 365 permissions and Purview for Copilot. Route separate API applications through DeepInspect when the enterprise needs inline policy at that HTTP boundary. Frequently asked questions
- Does ChatGPT Enterprise train on company data?
OpenAI says Business, Enterprise, and Edu workspace data is excluded from model training by default. Administrators still need to review enabled apps and retention. They must also review stored files and hosted execution, along with feedback paths and Compliance API coverage.
- Does Microsoft 365 Copilot train on prompts or Graph data?
According to the vendor's documentation, prompts and responses are excluded from training foundation LLMs used by Copilot, along with data accessed through Microsoft Graph. Existing tenant permissions still determine which organizational content a user can reach.
- Which product has better audit logs?
The answer depends on the investigation stack. ChatGPT Enterprise exposes supported events through OpenAI's Compliance API. Microsoft 365 Copilot records activity in Purview Audit. Compare event coverage and export mechanics against your required investigation scenarios. Include retention and licensing in that comparison, along with legal hold and SIEM integration.
- Can DeepInspect monitor ChatGPT Enterprise or Microsoft 365 Copilot sessions?
Hosted ChatGPT Enterprise and Microsoft 365 Copilot traffic sits outside DeepInspect's gateway boundary. DeepInspect can govern separate customer-controlled API traffic only when the application deliberately routes authenticated HTTP model requests through it.
